SCMCHA approves mechanism for dealing with UN organizations.
A meeting of the Supreme Council for the management and Coordination of Humanitarian Affairs and International Cooperation was held in Sana’a today, chaired by the Director of the Office of the President of the Republic, head of SCMCHA Ahmed Hamed.
According to the Yemeni News Agency (Saba), the meeting, in the presence of Deputy Prime Minister for Services and Development, deputy chairman of the Council, Dr. Hussein Maqbooli and members of the Council of Directors, discussed the mechanism of dealing with UN organizations working in Yemen in the adoption of projects and the issuance of permits.
At the meeting, The Secretary-General of the Supreme Council, Abdul Mohsen Tawoos, provided clarifications on the mechanism of dealing with UN organization and the imbalances that are flawed due to the lack of commitment of some bodies .
The Council reviewed the proposed mechanism submitted by the Secretariat, which would ensure solutions and remedies for the imbalances in dealing with UN organization’s projects , so that the proposed mechanism would commit to passing funding in accordance with the mechanism used to deal with projects submitted through international, UN, local non-governmental organizations.
The meeting endorsed the proposed mechanism after the council members’ observations were absorbed and the Council was considered the only single window to deal with all international, UN, and local organizations. also The council also ensured the importance of providing the General Secretariat of the Council with reports from Ministries dealing with organizations on all programmes, projects, activities and interventions provided by donors and UN and international organizations during the period 2019-2020.
The meeting stressed that the Ministry of Agriculture and Irrigation should provide the Council with a clear mechanism to deal with agricultural projects, particularly seeds, in accordance with humanitarian standards.
It also stressed the importance of completing the emergency humanitarian and development needs plan for 2021 in accordance with the standards of humanitarian work in order to meet the actual needs of the homeland , the citizen as well as activate the national partners in the Culsters to determine the needs and the response plan.
At the meeting, the President of the Supreme Council for the Management and Coordination of Humanitarian Affairs and International Cooperation confirmed the importance of all Ministries’ commitment to the mechanism endorsed by the Council to deal with UN organizations in the adoption of projects and the issuance of permits.
Hamed said the aim of the mechanism is to organize and follow up the work of the organizations , direct the allocated and approved grants calculated in Yemen in a way that is in the best national interest. He stressed that the Council is the highest administrative authority responsible for the management and coordination of humanitarian affairs and international cooperation in accordance with the decision to establish it.
He said the Council is keen to facilitate and coordinate humanitarian work and remove any obstacles that may arise in the field when implemented. He called on the United Nations and the international community to act to stop the aggression and lift the unjust blockade against Yemen.
The President of the Council also stressed the importance of improving programs, projects and activities for humanitarian and development interventions to contribute to alleviating the worst humanitarian crisis in the world.
